Chapter 6 - The Package

Bomb technicians evacuated Benton’s neighborhood.
A cardboard package waited at her front door.
It was not explosive.
Inside was Bell’s old body camera and a memory card.
The recording showed Bell and Crane beside a stopped van two years earlier.
The driver was terrified.
Crane searched a duffel bag filled with cash.
Later, the driver was released without citation or arrest.
Crane carried the duffel away.
At the end of the recording, a man was briefly visible inside the black SUV.
Victoria recognized him from the case file.
Dennis Rusk, owner of a towing company that handled many Route 18 seizures.
Rusk was arrested that afternoon.
He admitted laundering money but insisted another group handled robberies.
“Dawson,” he said.
“Who is Dawson?” Victoria asked.
“Not who. What. Dawson Security.”
The company provided private security at warehouses along Route 18.
Its owner, Preston Dawson, employed former officers and had access to delivery schedules, private cameras, and employee information.
Crane’s officers identified targets.
Dawson’s people robbed them later.
A raid on Dawson Security recovered partially deleted files.
One file was about Victoria.
V. HALE — THREAT LEVEL HIGH. INTERNAL AFFAIRS. SURVEILLANCE ONLY.
There were photos of her apartment, office, and parents’ home.
One note read:
Father: Joseph Hale. Former county prosecutor.
Victoria called her father.
“Dad, do you know Howard Crane?”
Silence.
“Yes.”
“How?”
“I prosecuted a case involving him twenty years ago.”
Crane had been a young patrol officer and key witness in a drug-trafficking prosecution.
Years later, Joseph discovered possible evidence manipulation.
He tried to reopen the case.
The evidence disappeared.
“Who supervised the property room?” Victoria asked.
Joseph answered:
“Martin Shaw.”
Victoria went still.
The network was not five years old.
It might be twenty.
Before hanging up, Joseph added:
“Crane used to say something.”
“What?”
“We can make this difficult.”
Victoria stared at the whiteboard after the call.
The same phrase victims had reported for years.
