Chapter 5 - The Deputy Chief
Deputy Chief Martin Shaw did not return home that night.
Federal agents searched his office before dawn.
Inside a locked drawer they found a second phone.
Thousands of messages connected him to Crane.
The oldest dated back nearly five years.
Crane:
Owner has money. Wants car released tonight.
Shaw:
Make it worth the paperwork.
Financial analysts found property purchases, cash deposits, shell companies, and payments routed through relatives.
Then investigators found a folder titled COMPLAINTS.
It contained citizen complaint numbers, names, officer statements, and recommended closures.
Shaw had reviewed complaints before Internal Affairs officially received them.
Some had disappeared entirely.
“How many?” Victoria asked.
Benton answered:
“At least sixty.”
Sixty people had tried to report misconduct.
Some may have been unrelated.
Others may have named officers in the network.
Their voices had been erased before anyone independent heard them.
Shaw surrendered with an attorney the next morning.
Crane vanished.
His house was empty.
His department vehicle appeared near the airport, but he had not boarded any flight.
Victoria studied a map.
“He’s still local.”
Cho frowned.
“How do you know?”
“Because Crane cares about control. Running abroad means giving it up.”
The department opened a public hotline.
Within a day, more than a hundred calls came in.
New names appeared: a tow-company owner, another patrol officer, a dispatcher, a private security contractor.
Then Bell asked for a deal.
He claimed he knew where Crane sometimes hid.
An old hunting property near Route 18.
Agents searched it.
Crane was gone.
Coffee was still warm.
On a table lay a map with four locations circled.
The gas station.
Victoria’s apartment.
The federal building.
And Captain Benton’s home.
Victoria’s phone rang.
Benton.
Only breathing came through.
Then Crane’s voice:
May you like
“Tell your captain not to open her front door.”
The line went dead.
