Chapter 3 - Officer Cole Starts Talking

Ryan Cole lasted four days.

He entered the federal building through a private garage wearing a baseball cap and sunglasses.

“I want immunity,” he said.

Federal prosecutor Evelyn Hart shook her head.

“You’re not in a position to demand it.”

“I know things.”

“Then talk.”

Cole finally did.

Bell had brought him into the scheme nine months earlier.

At first, Cole claimed, it was simple roadside theft.

Drivers carrying cash.

Drivers unlikely to complain.

Invent probable cause. Search. Take a small amount.

“Small?” Victoria asked.

Cole avoided her eyes.

“Fifty. A hundred. Sometimes more.”

The notebook, he explained, tracked patterns: farm workers paid on Fridays, students near rent time, small business owners leaving weekend markets.

“You profiled people for theft,” Victoria said.

“Yes.”

But Crane’s role was larger.

Some stops were used to identify drivers carrying valuable cargo, medicine, firearms, or large amounts of cash.

Then the information went to someone outside the department.

“The black SUV?” Victoria asked.

Cole looked up sharply.

“Yes.”

“Who?”

“We called him Dawson.”

“What did Dawson do?”

Cole swallowed.

“Sometimes the driver got stopped again later.”

“By police?”

“No.”

The room became still.

Victoria understood slowly.

“You identified robbery targets.”

Cole nodded.

Bell called them handoffs.

Crane controlled the relationship. Bell handled roadside selection. Cole acted as backup.

Then Hart placed photographs on the table.

Teresa. Jeremy. Samuel Ortiz.

Cole reacted to Samuel.

Victoria saw it.

“What?”

“Nothing.”

“You know something.”

Cole’s hands trembled.

“Samuel saw too much.”

Victoria went cold.

“What does that mean?”

“Bell wanted to scare him.”

“When?”

Cole whispered:

“Tonight.”

Victoria was already standing.

She called Samuel.

No answer.

Again.

Nothing.

Patrol units reached the gas station seventeen minutes later.

Lights off.

Front door open.

A shelf overturned.

Behind the counter lay a broken phone.

Near the storage room was blood.

Samuel was gone.

Five miles north, police found his truck abandoned with the driver’s door open.

Victoria looked down the dark highway.

The corruption case had just become a kidnapping investigation.

Then Cole added one final detail.

“Crane knows you’re still working the case.”

Victoria turned.

“How?”

“I don’t know.”

Only a handful of people knew her removal was a cover.

Someone inside the task force was leaking information.
